As the City's chief executive officer, the City Manager provides direct oversight of all City operations and enforces City policy as established by the City Council in the Municipal Code. The City Manager hires and provides supervision for all City staff, establishes all administrative policies and provisions, and serves as the liaison between the City Council and staff.The City Manager's Office also includes direct supervision of the City Clerk Department and Human Resources.
The City's working relationships with the County, neighboring cities, and municipal associations are maintained by the office of the City Manager. The City Manager works extensively with the community as a whole, with other agency departments, and coordinates staff responses to community requests.
Human Resources responsibilities include: maintaining personnel records, supporting the organization’s recruiting and personnel development efforts, and disseminating information about changes in personnel laws or programs.
David W. Johnston
City Manager
On April 14, 2009 David W. Johnston joined the City of Maple Valley as City Manager. David has several years experience managing municipalities in Illinois and Indiana, with strong economic redevelopment and transportation planning expertise. He is a graduate of Notre Dame, with a Master of Public Affairs from Indiana University and a Certificate in Economic Development from the University of Oklahoma. David has already begun his research into the issues and challenges facing the City of Maple Valley. He and his wife, Carole, live in the City of Maple Valley. The Councilmembers are looking forward to working with David to make substantial progress in addressing the Council’s identified priorities of economic development; transportation improvements; parks, recreation, cultural and human services; community facilities, annexation, and quality City services.
Christy A. Todd
City Attorney
The City Attorney provides and/or manages all aspects of legal services for the City, including providing advice to elected officials and staff, reviewing ordinances and resolutions for correct legal form and language, preparing and reviewing contracts and interlocal agreements, attending City Council meetings, providing legal opinions on land use and other municipal matters, representing the City in lawsuits and appeals filed by and against the City, and assisting with risk management.
The City Attorney manages the contract for the City’s prosecution services and for other outside counsel. The prosecuting attorney provides all manner of prosecution services for the City, including representing the City with respect to pretrial hearings, pretrial motions, bench trials, and jury trials.
As legal counsel for the City, a corporate entity organized under the laws of the State of Washington, the City Attorney represents the corporate entity. Therefore, the City Attorney does not provide legal advice to citizens.
